UAE Product Safety Law — Federal Law No. 10 of 2018

Federal Law No. 10 of 2018 on Product Safety is the UAE's general product-safety framework, applying across all product categories placed on the UAE market (manufactured locally or imported) unless a sector has its own dedicated regime. Published in the Official Gazette in December 2018, it entered into force six months after publication (mid-2019), with Executive Regulations issued via a Cabinet Resolution in July 2019 setting out testing, labelling, and consumer-information procedures. Manufacturers, importers, and sellers must test products and hold safety information before sale, and comply with withdrawal/recall procedures when a product is found unsafe — coordinated through the Ministry of Economy's Competition and Consumer Protection Department and reported via the Emirates Authority for Standardisation and Metrology's (ESMA) online "Mannaa" platform. Penalties for placing an unsafe product on the market range from AED 500,000 to AED 3,000,000, alongside possible imprisonment. This is the general legal basis behind MoIAT/ESMA's vertical-specific technical regulations and any Mutabiq alert involving a recall or withdrawal.
