The UAE's core consumer protection framework is Federal Law No. 15 of 2020 on Consumer Protection, issued 10 November 2020 and effective from 16 November 2020, with a one-year transition period granted to businesses to come into compliance. It sets general obligations for suppliers: goods and services must meet declared safety and quality specifications, suppliers must provide consumers with accurate information about a product's price, composition, and specifications, and misleading or deceptive advertising is prohibited. The law also establishes consumer complaint-handling and dispute-resolution requirements. Detailed implementing rules were set out in Executive Regulations under Cabinet Decision No. 66 of 2023, effective 14 October 2023. This is the general consumer-protection layer underneath Mutabiq's vertical-specific technical regulations — it does not replace them, but explains the broader legal obligations (general safety duty, accurate disclosure, complaint handling) that apply regardless of product category.
