Oman's core consumer-protection framework is the Consumer Protection Law, promulgated by Royal Decree No. 66 of 2014 and administered by the Public Authority for Consumer Protection (PACP) — a standalone authority after consumer-protection functions were transferred out of the Ministry of Commerce and Industry. It requires every commercial establishment, whether supplying goods or services, to uphold consumers' interests through quality products, honest advertising, and fair dealing, and gives PACP investigative powers plus the authority to impose administrative penalties for violations. Supplementary Decision No. 77 of 2017 set out further implementing rules and consumer-complaint procedures.
