Lebanon Standardisation Law — Law of 23 July 1962

Lebanon's legal basis for national standards is the founding law of 23 July 1962, which established the Lebanese Standards Institution (LIBNOR) with the exclusive right to prepare, publish, and amend Lebanese national standards and to grant the Lebanese Conformity Mark (NL). Standards are voluntary by default, but for reasons of public health, public safety, or national interest, a specific standard can be rendered mandatory by decree from the Council of Ministers — for example Decree No. 5705 of 2019, which made certain chemical-disinfectant and antiseptic standards mandatory.
