Comoros now has a standalone consumer protection law. Law No. 26-003/AU on Consumer Protection was adopted by the Assembly of the Union on 15 June 2026 and promulgated by Presidential Decree No. 26-084/PR (dated 20 July 2026).
The law aims to give the country a complete legal framework protecting consumers' rights in dealings with suppliers of goods and services. It applies to all sectors of activity (production, supply, distribution and services) in the national territory, including electronic transactions, and to any natural or legal person whose operations affect the Comorian market. It defines key terms such as consumer, supplier, manufacturer, guarantee, unfair contract term, unfair commercial practices and distance selling, and sets out consumer rights including the rights to safety, to clear and fair information and to choice.
Earlier instruments remain relevant: Law No. 17-005/AU of 10 June 2017 on food legislation and Law No. 95-013/A/F, the Public Health Code. A new food-safety law, Law No. 26-005/AU of 30 June 2026, was promulgated on 14 September 2026 by Decree No. 26-095/PR.
