Somalia's product conformity and consumer protection framework rests on the Standards and Quality Control Act No. 27 of 2020, signed on 30 March 2020 and gazetted by the Federal Government of Somalia on 28 April 2020.
The Act formally establishes the Somali Bureau of Standards (SoBS) as the national standards and quality infrastructure body and sets its mandate over standardization, metrology, conformity assessment and consumer protection. It provides the legal basis for the S-Mark, the Certificate of Conformity (CoC) and the CBCA conformity programme for imports.
No general consumer protection law could be confirmed. The Ministry of Commerce and Industry's laws page lists a "Consumer Protection Law" with no number, date or text, so it may be a bill. Sector rules are emerging, such as a draft telecom consumer protection regulation from the National Communications Authority (stakeholder consultation, February 2026). Somaliland and Puntland have their own regimes, not covered here.
