Saudi Arabia Product Safety Law

Saudi Arabia approved the Product Safety Law by Council of Ministers decision on 30 July 2024, issued via Royal Decree No. M/36, and published in the Umm Al-Qura official gazette on 16 August 2024. The law takes effect 90 days after publication — approximately mid-November 2024. Accuracy note: secondary sources vary slightly on the exact Royal Decree signing date (late July vs. early August 2024) — the gazette publication date (16 August 2024), which starts the 90-day countdown, is the most consistent figure across sources. The law applies to all products traded in the Saudi market, including online sales, except products under the jurisdiction of the Saudi Food and Drug Authority (SFDA). It prohibits manufacturing, importing, marketing, distributing, or advertising unsafe products, and holds the manufacturer (a broad definition that includes the importer when no manufacturer outside the Kingdom is identifiable) fully liable for damage from a product defect. SASO (Saudi Standards, Metrology and Quality Organization) oversees implementation.
