Kuwait Standardisation Law — Decree-Law No. 128 of 1977

Decree-Law No. 128 of 1977 concerning Standardisation is the legal basis for technical regulations, standards, and product conformity assessment in Kuwait; it created the standardisation and metrology function later transferred to the Public Authority for Industry (PAI) in 1996. On this legal basis, PAI operates the Kuwait Conformity Assurance Scheme (KUCAS), in force since 2006, which requires most imported and domestically-produced regulated goods (electrical products, toys, cosmetics, and others aligned to Gulf technical regulations) to carry a Technical Inspection Report (TIR) and Technical Evaluation Report (TER) before customs clearance, and to bear the Kuwait Conformity Mark (KCM) once certified.
