Oman Quality Mark Regulation — Ministerial Decision No. 718 of 2024

Oman's product-safety and conformity framework for regulated goods is set out in Ministerial Decision No. 718 of 2024, issued by the Ministry of Commerce, Industry and Investment Promotion (MoCIIP) and published in Official Gazette No. 1573 on 1 December 2024. It establishes the Omani Quality Mark (OQM) as the national symbol certifying that a product meets Omani technical regulations and standards. Unlike a simple shipment-based certificate, OQM certification is holistic: it combines laboratory testing, mandatory factory audits, review of technical documentation, and ongoing production-line surveillance, administered by the Directorate General for Standards and Metrology (DGSM) and authorized third-party conformity bodies. The scheme became mandatory for its first wave of regulated product categories — including select construction/building materials, electrical components, and food/agricultural products — from 1 March 2026.
